Communication Disorders Review Committee

The Committee advises the Director, NIH, and the Director, NIDCD, on programs and activities in the normal and disordered processes of hearing, balance, taste, smell, voice, speech, and language. The committee provides primary technical review for contracts and reviews grant applications for program projects, National Research Service Award training grants, conference grants, Clinical Investigator Awards, Specialized Research Centers, and special projects focused on deafness and other communication disorders. 

Authority

Originally established by the Director, NIH, October 26 1956, as the Otolaryngology Postgraduate Training Grant Committee; name changed to Communicative Disorders Research Training Committee July 19, 1960; reestablished under section 222 of the Public Health Service Act, as amended, (42 U.S.C. 217a); reestablished October 21, 1966, as the Neurology Program-Project Review Committee B, renamed Communicative Disorders Program-Project Review Committee November 20, 1969; renamed Communicative Disorders Review Committee and restructured by combining Communicative Disorders Program-Project Review Committee and the Communicative Disorders Research Training Committee July 1, 1972. In accordance with Pub. L. 92-463, chartered by the Secretary January 4, 1973. This Committee terminated May 31, 1986, and was reestablished by the Director, NIH, on June 1, 1986, pursuant to section 402 of the Public Health Service Act, as amended (41 U.S.C. 282(b)(6)). Name changed to Communication Disorders Review Committee March 1, 1989. This Committee is governed by the provisions of Pub. L. 92-463, as amended (5 U.S.C. Appendix 2).

Structure

Consists of twenty-one members, including the Chair, designated by the Director, NIH, from authorities in academic medicine, basic research, and clinical sciences related to the mission of the NIDCD. Members are invited to serve for overlapping terms of four years. Terms for a member who is to serve as Chair may include a fifth year. On a meeting-by-meeting basis, authorized membership may be supplemented, as necessary, with members of the NIH Reviewers Reserve, but the supplementation is limited to no more than one-half of the quorum of the authorized membership of the Committee. Members of the Reviewers Reserve have all the rights, privileges and obligations (including voting on motions and assigning priority ratings) as regular members, except that they are not counted in determining the presence of a quorum.

Function

Advises the Director, NIH, and the Director, NIDCD, concerning programs and activities in the normal and disordered processes of hearing, balance, taste, smell, voice, speech, and language. Provides primary technical review for contracts and reviews grant applications for program projects, National Research Service Award training grants, conference grants, Clinical Investigator Awards, Specialized Research Centers, and special projects focused on deafness and other communication disorders.  

Meetings

Meetings are normally held three times a year, as called by the Chair, with the advance approval of a government official who also approves the agenda. A government official is present at all meetings. A quorum for the conduct of business is one more than one-half of the authorized membership.
